n Historia - Die Natalse Haweraad se unieke rol in die konstitusionele geskiedenis van Natal

Abstract


The Natal harbour boards were not only important in the management and activities of Port Natal harbour, but also played a special role in the constitutional history of the colony. One particular harbour board, the one which came into being during the 1880s, occupied a unique position in Natal and the British Empire. It was not responsible to the Natal executive authority and thus indirectly to the British Colonial Office and often acted virtually independently. The result was that the Natal colonists viewed it as the one colonial institution which enabled them to act relatively independently from interference in matters which they considered necessary for the advancement of the colony. The colonists thus extended the importance of the harbour board so widely that it imprinted on the local political and even on the intercolonial scene. The participation of the colonists in the board was for instance seen as proof that they were able to manage their own affairs and were accordingly already competent to assume responsible government.

Die Natalse hawerade was nie slegs belangrik in die bestuur en bedrywighede van Port Natal-hawe nie, maar het ook in die konstitusionele geskiedenis van die kolonie 'n besondere rol gespeel. Veral die haweraad wat in die 1880s sy beslag gekry het, het in Natal sowel as die Britse Ryk, 'n unieke posisie beklee. Dit was nie aan die Natalse uitvoerende gesag en dus indirek aan die Britse koloniale kantoor verantwoordelik nie en het dikwels feitlik onafhanklik opgetree. Gevolglik het die Natalse koloniste dit beskou as die een koloniale instelling waardeur hulle betreklik vry van inmenging besluite kon neem oor aangeleenthede wat hulle as noodsaaklik vir die vooruitgang van die kolonie beskou het. Die koloniste het dus die Natalse haweraad se betekenis so laat uitkring dat dit op plaaslike politieke en selfs interkoloniale terrein sy stempel afgedruk het. Die koloniste se deelname aan die haweraad is byvoorbeeld as bewys beskou dat hulle hul eie sake kon hanteer en dat hulle gevolglik reeds ryp was vir verantwoordelike bestuur.
