Abstract

Municipalities in South Africa have a broad mandate to ensure that the communities have access to basic service delivery which includes clean water, electricity, and adequate sanitation and refuse disposal. The provision of services is affected by several factors, such as the availability of resources, the management of these resources, the capacity of the municipality to plan, manage and implement the guiding policies. Given this myriad of factors the outcome of the service delivery can be different regardless of the common factors within municipalities.
