Extracted from text ... IMIESA AUGUST 2005 - 47 SKILLS AND TRAINING Sector Education and Training Authorities (SETAs) have become infamously labelled for blatant non-delivery. One of the main criticisms of SETAs by Labour Minister Membathisi Mdladlana, is that too many authorities are disbursing too little of their levy income on skills development projects. Billions of tax Rands meant for skills development purposes are said to be "just lying around unspent" in SETA coffers. However, the Construction Education and Training Authority (CETA) was able to inform Parliament recently that it had paid out almost R90-million to support skills development in the construction industry ..
