Finance Minister Trevor Manual's budget speech indicated that innovative and proactive development initiatives will be the order of the day. Spending in public sector infrastructure increased significantly last year, with investment growing in water schemes, roads and telecommunications, electricity generation capacity and ports infrastructure.
