IMIESA MAY 2006 - ROADS AND bRIDgES The commuter transport networks in three of the major South African metropolitan areas, greater Johannesburg/Pretoria, Durban and Cape Town, are all over-extended and require urgent remedial attention. South African Road Federation (SARF) believes that without central government funding and intervention these areas face the bleak prospect of transport chaos and economic strangulation. Inappropriate institutional arrangements, selective deregulation and underfunding have compromised the formulation and, more particularly, the implementation of a coordinated commuter transport policy at metropolitan level.
