INFRASTRUCTURE The first article in the series pointed out that the creation and implementation of a supporting framework for transport and infrastructure development is a critical and underpinning success factor for South Africa to achieve its objectives of economic growth and development. A variety of quoted indicators pointed to the fact that the country is currently 'stuck on a high plateau' in an overall road traffic management development cycle, with key indicators such as accidents, congestion and vehicle-related crime neither going up nor coming down.
