The World Health Organization’s Director-General, Dr Tedros Adhanom Ghebreyesus, has written that “all roads lead to universal health coverage”, emphasising that this is the goal, but not the means.1 He pointed out that countries “take different paths – using either public or private providers”, but also that countries “will need to know where they stand on universal health coverage, benchmarked against others”. In addition, he emphasised that universal health coverage (UHC) is not an end in itself, but enables attainment of the other health-related Sustainable Development Goals (SDGs). Together with the World Bank, the World Health Organization (WHO) has provided guidance on tracking progress towards UHC in the form of the UHC service coverage index.
