Abstract

La participation citoyenne au Zimbabwe est ancrée dans le mode de vie indigène et traditionnel connu comme le matare. Les matare sont des plateformes communautaires permettant aux membres de la communauté de se rencontrer pour échanger et décider sur des questions d‟intérêt commun. Cependant, les autorités locales qui sont les premiers centres nerveux du développement rural n‟en tirent pas profit. Cet article évalue le niveau de participation citoyenne dans le processus d‟élaboration du budget du Conseil du district rural de Chimanimani. L‟article conclue que la majorité des citoyens n‟étaient pas informée du processus d‟élaboration du budget et que le Conseil n‟avait aucune stratégie claire pour encourager la participation des citoyens. Il recommande aux autorités locales d‟envisager des stratégies pour assurer une participation effective des résidents dans les affaires du Conseil.

Citizen participation is rooted within Zimbabwe„s indigenous and traditional way of life known as matare. Matare are platforms where members of the community meet to discuss and make informed decisions on issues of mutual interest. However, local authorities which are the primary nerve centres for rural development are failing to take advantage of these platforms. This article assesses citizen participation in the adoption of the budget of the Council of Chimanimani Rural District. The article reveals that the majority of citizens were not exposed to the budget formulation process and the Council had no clear strategy for encouraging citizen participation. It is recommended that local authorities consider devising strategies for effective participation of residents in council affairs.
