It is easy to blame dirty politicians and rich businessmen for the loss of billions due to their corrupt activities. Yet each time someone pays "cold drink money" to a traffic or metro police officer to encourage them not to issue a fine, or pay money for a docket to "get lost", that person is as guilty of corruption as some of those who are being implicated at the Zondo Commission on State Capture. The amount of money exchanging hands might be a mere fraction of what we've heard of during testimonies, yet the principle is the same: any person who, directly or indirectly, accepts or agrees or offers to accept any gratification from another person, whether for his/her own benefit or for the benefit of another person; or who gives or agrees or offers to give to another person any gratification, whether for the benefit of that other person or for the benefit of another person, is guilty of the offence of corruption.
