Some years ago, on the eve of one of Somalia‘s federal government elections, I half-jokingly suggested to a Somali friend that perhaps the best way to choose a Somali president would be to prohibit voters from casting their ballots for any candidate from their own clan, and instead ask them to vote for the wisest, most respected, or most statesmanlike candidate they could identify from one of the other 3.5 voting blocs. In this way, I suggested, the vote might produce a consensus around a leader whose character would take priority over his or her clan affiliation. My friend laughed and said, Cassanelli, that is a clever idea…but you know Somalis… they would find a way to negotiate deals behind the scenes to elect someone who would still favor the interests of their own clan!
