There is no universally accepted definition of the word ‘development’. It means different things depending on the space and context. Nevertheless, despite its broadness, the concept includes progress, sound economic performance and fair distribution of benefits but first of all, it requires the improvement of living conditions of individuals and groups in terms of freedom from fear and from want with an emphasis on the participation of the beneficiaries.
