Abstract

For about two decades of democratic dispensation, South Africa has developed and adopted a series of policies. These policies serve as the broad strategy through which government strives to address divergent societal problems and at the same time enhance the wellbeing of all South Africans. However, it has been realised that most of these policies do not yield the intended and desired outputs and outcomes. Currently South Africa is faced with the challenge of implementing public policies in an effective, efficient and economic manner that does not only accelerate and improve service delivery but also promote and sustain good governance. Therefore there is a need for these policies to be managed strategically. Public organisations in the new millennium should be strategy-focused and exert strategy-focused leadership if they are to be successful in implementing public policies and accomplishing the intended policy outputs and outcomes. The roles and responsibilities of the strategy-focused leadership should focus on and be aligned to the organisational policy as a strategy. The strategic approach to policy implementation can be achieved through the use of the balanced scorecard. The article provides an overview of the balanced scorecard and the illustration of how the balanced scorecard can be used as a leadership tool and framework for strategically implementing public policies in a strategy-focused public organisation. The main purpose is to identify and clarify the strategic leadership roles for improving the implementation of public policies for enhancing and sustaining good governance.
