Abstract

"Great nations of the world are moving toward democracy through the door to freedom" (George Bush 1989) using elections as a vehicle to that end. South Africa has just joined the ranks of great nations when, after so many years of colonialism and apartheid rule, asserts its constitutional commitment to "universal adult suffrage, a national common voters roll, regular elections and a multi-system of democratic government, to ensure accountability, responsiveness and openness (Constitution of the Republic of South Africa 1996, Section 1[d]).
