Abstract

Two cases relating to legislative authority arose this year. The first is in the line of cases challenging legislation for a failure to facilitate public involvement in the legislative process. The second relates to the powers of the provincial legislatures to regulate their own financial affairs and, more broadly, to the meaning of section 104(1)() of the Constitution of the Republic of South Africa, 1996.
