Abstract

The purpose of this contribution is to describe and evaluate some of the legal provisions providing for the funding of the Private Security Industry Regulatory Authority (the authority).


The authority is tasked with the regulation of the private security industry in terms of the Private Security Industry Regulation Act 56 of 2001 (the act). The authority is a semi-autonomous statutory body which is not part of any department of state. There is no express provision for funding it from the National Revenue Fund (as contemplated in s 11 of the Public Finance Management Act 1 of 1999). The authority has to ensure its own funding (s 16 of the act).
