Abstract

This paper analyses the extent to which the United States (US) proposal of establishing a Free Trade Area of the Americas (FTAA) has influenced the design of the new European Union (EU) policy towards Latin America. The main argument is that FTAA is a modality of strategic regionalism affecting EU interests in Latin America in sectors such as commerce and investments. Similarly, the FTAA can be used by the US to regulate, in a regional framework and according with its interests, sectors such as intellectual property, about which there is still no multilateral regulation. These factors have led the EU to promote a strategic regionalism leading to defend the European interests in Latin America's economic affairs.

Este ensayo analiza en que medida la propuesta de Estados Unidos de establecer una Area de Libre Comercio de las Américas (ALCA) ha influenciado en el diseño de la nueva política de la Unión Europea (UE) hacia América Latina. El argumento principal es que el ALCA es una modalidad de regionalismo estratégico que afecta los intereses de la UE en América Latina en sectores como el comercio y las inversiones. De igual manera, el ALCA puede ser utilizado por Estados Unidos para regular en un marco regional y de acuerdo a sus intereses, sectores como la propriedad intelectual, respecto de los cuales no existe aún una regulación multilateral. Estos factores han llevado a la Unión Europea a promover una estrategia para defender su interés en los asuntos económicos latinoamericanos.
