Abstract

The article explains the rationale behind the renewed priority on relations with Africa that is a trademark of the foreign policy of President Lula. Underlying cultural and historical links as well as the opportunities for increased trade and economic synergy between partners with comparable levels of development are explored. The potential for closer co-operation on changing the skewed working of the major political and economic multilateral organisations is also highlighted. Finally, the article suggests that growing signs throughout the continent of domestic political maturity and regional co-operation on issues of peace and security provide a further incentive for Brazil to invest in this partnership.

El artículo explica las razones de la renovada prioridad atribuida a las relaciones con Africa por parte de la política exterior del Presidente Lula. Se destacan los tradicionales lazos culturales e históricos así como las oportunidades para incrementar el comercio y las sinergías económicas entre socios con comparables niveles de desarrollo. También aborda la posibilidad de una cooperación más cercana con vistas a renovar el funcionamiento desequilibrado de las principales organizaciones económicas y políticas. Finalmente, el artículo sugiere que las crecientes muestras a lo largo del continente de madurez política doméstica y cooperación regional en materia de paz y seguridad constituyen un incentivo más para que Brasil invierta en esta sociedad.
