Extracted from text ... Making headlines The Intergovernmental Relations Act 13 of 2005 was signed into law by the President on 10 August and took effect on 15 August 2005. The implementation of the Act brings a long process of consultation and drafting to a close. The next step is the implementation of the Act. For local government, the following must occur. At provincial level, the Premier must establish a Premier's Coordinating Forum, consisting of the Premier and some members of the Executive Council, the mayors of metropolitan and district municipalities and a representative of Salga in the province.
