Abstract

In the past, communication between the former racially based local government structures and citizens often reflected the antagonistic relationships between the two. Local government communication was also characterised by a lack of transparency, with access to information considered a privilege, not a right. All this was meant to have changed with the advent of the Constitution and the White Paper on Local Government, which ushered in a new era of public participation, aimed at deepening democracy and enriching governance.
