Extracted from text ... ESSA NOVEMBER / DECEMBER 2005 - 15 Fire-fighting More than 30 years ago the Cape Town Municipal Fire Brigade pioneered a unique response to fires in informal settlements. Given that the emergency fire response plan of municipalities did not cater for the rapid urbanisation and subsequent population explosion in the outer perimeter of the city, such a response was a much-needed initiative.
