Abstract

It is generally agreed that a majority of uncontrolled fires and burns are caused or influenced by human behaviour. Therefore, attempts to prevent uncontrolled fires and resulting injury focuses upon changing human behaviour.

Priority must be given to countermeasures that will be most effective in reducing fire and injury losses on a national scale.
