Abstract

The 'Strategic framework for water services' (DWAF 2003) requires water services authorities to manage their water services infrastructure in terms of a maintenance and rehabilitation plan. Unfortunately this does not always happen in practice. The Department of Water Affairs and Forestry (DWAF) acknowledges that, as a sector leader, it needs to investigate the water services infrastructure management situation and provide guidance to water services institutions. Accordingly, DWAF has appointed an external team, led by the CSIR, to assist it with the formulation of a national water services infrastructure asset management strategy. The paper describes the problem statement, context, scope of the work and the progress made with the strategy formulation. The first phase, a desktop strategic study of the state of water services infrastructure and the state of its management, is complete. The second phase, an analysis of the foregoing and the drawing up of a schedule of the necessary actions, was well advanced at the time of writing.
